Hauppage 950Q - Signal Strength 0%, works fine in windows

I am trying to set up the apparently difficult Raspberry Pi Over-the-Air DVR.
I purchased a Hauppage 950Q (listed as compatible at the site listed at wlinux.org) to use for this purpose and a powered usb hub.
I tested the 950Q on my windows 7 pc in Windows media Center and it worked beautifully. I brought in 40 different strong local OTA channels (Ann Arbor, MI, USA) so I know signal strength is excellent.
so I moved onto the pi. I have the 950Q plugged into the powered usb hub that is plugged into the RasPi.
When I fire up tvheadend (which was a trick for me, a linux noob) I did the "Add DVB Netowrk by location" got 136 muxes. I have 0 "Muxes Awaiting Initial Scan" but "Map DVB services to channels" is still greyed out. When I saw this I also noticed that in the "Information and capabilities I have "Signal Strength: 0%". I assume this is my problem. The question is how do i fix it?

no, haven't really gotten anywhere with this yet. I don't have much time on the weeknights so i probably wont get another go at this until the weekend. but as is the closest I've found is someone simply did a full wipe then reinstall and it worked afterwards but they didn't know why. so I will probably try that. hopefully someone with more insight will hop on here with help

No, no help here. I read e few posts like this and I still have the same problem, I gave up with this, Cable from Cox, TV work, Windows works, but no TVH on Openelec
