streaming isdb-t setup.

Hi guys , im trying to set my tvh server to stream isdb-t signal over my lan network.
This is what I have:
tvh 4.2.7 daemon running on centos7 server.
tbs6814 pci board (drivers installed).
This what I did:

add new network:
name: TDA
type: ISDB-T
Pre-defined muxes:Ar-Argentina
save(This automatically adds 55 muxes.)

Under TV adapters , I can choose between 4 adapters related to my tbs6814 (dont know why there are 4).
click (tryed on all devices), set enable, set my TDA network and save.
This is the result:
At the muxes section I can see is showing FAIL for all the frequencies.
Questions:
Is my preceadure ok? There are so many checks and options ... perhaps there is something missing.
Is there any tutorial / documentation to follow ? (I can not find it on tvh docs).
Is there some whay to see the received signal level?

Because card have 4 tuners
Are you shure that this predefined frequency's are available in your area?

Im not sure , im just using the muxes that apeared by defautl.
Im trying to find this data.
Anyway ... is there any way to perform a full frequency scan? similar than tv does when looking for channels.
In canse I get the frequency details:
Should I create a mux for each channel ? Should I do it on the web interface or adding to text file ?

You can do that in terminal with
w_scan -f a -x
at final of scan you will see frequency table.
/you need to disable adapter or stop tvh service to work/
compare your frequencys with this one

Here are my results,
installed w_scan , and exec as you mention and othere alternatives.
I installed drivers according to tbs documentation and stoped the tvh service but scan result can not be done, this is the result:

How can I load this list to try ?

That also makes me think , drivers are ok ....
I have the feeling it is a rf reception related issue.

Read command from my post then be more careful what ask from w-scan.
Be more critical to your knowledge.
Your command not work and there is no logic to work
You use ISDB-T, but you set frontend to DVB-T

I never tweak this parameter and at tvheadend gui it seems to be ok.
this is how it is listed:
Turbosight TBS 6814 (Quad ISDB-T) #0 : ISDB-T #0
It is not same situation mentioned on the link you provided.(RE: TBS6814 ISDB-T Unable to link TV Adapter to Network)
So .. where you see im using DVB-T front end ?
Sorry about this , im newby working with video cards.
Executing:
w_scan -f a -x
also yelds:

As i see there is no active tuner set on this image
