You first need to install the TBS drivers, and you will need to do that again every time you install a kernel update. There is a script to simplify the process at https://freetoairamerica.wordpress.com/2015/12/22/a-bash-script-to-rebuild-the-tbs-tuner-drivers-after-linux-kernel-updates/ - also be aware that if things don't seem to work there MAY be a bug in the latest TBS drivers that I don't think will affect your particular card model, but I had to drop back to an older version of the drivers after the last update.

Anyway once you get the drivers installed it is simply a matter of installing and configuring TVHeadEnd. I would check YouTube for some instructional videos on how to do it. I would suggest first trying the "unstable" branch of TVHeadEnd, in part because some users have reported problems with the latest stable version. I would also use Ubuntu 14.04 LTS for now, because I think most of the major issues occurred with people trying to upgrade to Ubuntu 16.04 LTS. I'm sure that eventually they will get the kinks out and make TVHeadEnd and Ubuntu 16.04 play nice, and if you're the sort that doesn't mind having to try things until you get it to work then by all means feel free to give Ubuntu 16.04 a shot, but if you just can't get it to work try starting over with 14.04.

I'm currently running Ubuntu 14.04 Server, TVHeadEnd 4.0.9 (accidental upgrade from 4.0.8 but in my case it still works), and the TBS v160219 drivers. For me the problem drivers were the v160405 drivers, which are the current version as I write this. But I have an older TBS card, and the newer drivers have "experimental changes for 6903/6908 for EUMETSAT support" which you may or may not want/need. This setup is working reasonably well for me.

Something is wrong with your browser settings, that file contains the CSS for the webui, It should be read by your browser not downloaded..

Both browsers are displaying tvheadend fine here as is Edge.
