Stuck on PVR Manager is starting 0%

I just built a fresh install of LibreELEC Kodi for Raspberry Pi3 and configured the addons for the tvheadend client and server. I have 3 HDHR units, for a total of 8 tuners, and have 5 different antennas. Made one channel tag per tuner, and, as a test, set the tag in the channel list for one channel to each channel tag.
When I went to Kodi, I saw my channel tags, and in each, I saw "Court TV", then one I'm experimenting with. So far, as expected.
The whole reason for breaking out these separate channels is because certain antennas are good for some stations, and not others. So I started tuning in to the programming. The first one worked, ok, but had a bit of pixelation. The second was good. The third didn't show a picture at all. Keyboard became unresponsive. Black screen. Finally had to restart the Rasberry Pi.
Now, when I start Kodi, it says that the PVR Manager is starting, and stays there at 0%. In the web interface Status > Stream, I can see stuff going on (Signal Strength changing, and flipping streams), but Kodi is useless with the PVR Manager "stuck".
Ideas?

Better if you post your issue in the LibreELEC forum. They maintain their own version of TVH.
