Cant decrypt channels for 2 or more clients

I use tvheadend + oscam + CWC and works fine if I use it. When another person tries to watch any channel, the channels will not decrypt. I use the 3.9 vesion of tvheadend. I don't know if is the CWC account that this limited use for a single ip. Also i use multiple CWC accounts and still see the same problem. I leave my settings of oscam if they see something unusual.

add user and stop dvbapi in TVH add N-line to oscam with created user
add mgclient = 1 to N server in oscam

This have nothing connected to descrambling and oscam
if you have one tuner second user can open channels from same transponder

I could see that if I open the channels that are within the same transporder 2 or more clients can watch channels. I have to use a tunnel per transporder?

Depend of what you want and how to see put more tuners
but one tuner for one transponder in same time

I am seeking that several people can watch different channels at the same time. I have 2 tbs 6985.I have to use one transporder per tunnel right?

Imagine transponder as book with few pictures on page
it is impossible to see pictures on next page, until switch page.

Hello,
after a lot of test, I'm not able to watch two or more encrypted channels from the same MUX with a single Adapter at same time...
( oscam is connected with dvb_api and the rev is major as 11000 )
Can some one help me ?
With FTA channels no problem .
