Very laggy streaming on HD channels

Hello all! I have countless hours invested in trying to troubleshoot this and i am turning to you all for help! I am running LibreELEC 8.0.2 on a Raspberry Pi3. I have purchased and installed the MPEG license and the VC1 license. I am running HTS Tvheadend 4.2.2-32 ~ LibreELEC Tvh-addon v8.1.111 as the PVR backend server. My frontend is a NVidia Shield TV running latest version of Kodi and also the latest version of Kodis PVR HTSP front end client (i can certainly get version numbers when i get home). My network is all hard wired Cat5e and the topology from the server backend to the client frontend is as follows: Raspberry Pi3 server > TP Link gigabit router > NVidia Sheild TV. My source of my video feeds is simply over the air local channels that i pick up with a simple home antenna that is then wired into my Raspberry Pi3 with a Hauppauge USB TV Tuner card.
It seems that no matter what i try all HD channels that stream to my front end Shield TV are very laggy/slow and not watchable. The audio almost never lines up because the HD video is as if i placed it in super slow-mo. All SD channels are fine and are very watchable.
A couple things i tested: When i record something on the backend and watch it on the front end it is fine. Whether it be SD or HD it is fine. I then tried to watch HD cahnnels on my high end PC with Kodi setup as a front end and that also works fine. This issue seems to ONLY happen on my NVidia Shield TV front end and only on HD channels. I know it really isnt an issue with hardware since the Shield TV is one of the highest end units available right now. I am thinking i am missing some setting somewhere!

Please, use the forum. It does not appear like a general issue as you wrote that other clients are fine.
