Introduce systemd in Debian packaging

It would be nice to include systemd as startup alternative for TVheadend in debian packaging.
For now SysV is the defualt, but there is also a startup alternative included.

As we all know sysv is replaced with systemd as default startup handler in both debian and ubuntu.
for TVheadend to be in compliance with the new systemd startup alternative a systemd .service file should be added and made default for Debian.

My opinion is that systemd is a better system then sysv and should be made the default choice for Debian.

Unfortunately, I don't use debian, so someone skilled should propose this change through github pull request.
