Tuners specified in SAT>IP configuration are not exported

Description
Environment: Working in a system with TVH as SAT>IP server.
Description: Tuners manually specified in SAT>IP configuration are not exported if aren't physically present at this moment
I think that should be positive to have one option to force export the tuners. In case of some tuner have some troubles or differ their presence in time, user may want to show always this tuner in the xml, for avoid problems with clients.
Solution:
I implemented a patch to resolve this, it’s attached to this bug.

I don't see any purpose for this. This fix/enhancement is not required. You may assign the SAT>IP source number permanently to the tvheadend network, so the gathered list is consistent if you don't change basic config. But yes, the propagating of SAT>IP source number changes is missing (the SAT>IP server should send new UPnP announces).
