Move setting languages from Access Entire to General>Base

Description
I thing that bettre is to move settings for languages from ACCESS ENTIRES to GENERAL>BASE and add example section:
WEB Interface Language
It is more cleary....

Do you want to select a default language for the web interface? The language selection per user is really valid - imagine that you have users preferring different languages. And this settings also affects EPG.

Ok i think about add to General>base default language interface... But when in Access Enires user has set other language , this language has higher priority...

OK when i set language in General>Base to POLISH and on Access Entry no set langauge, i still have language ENGLISH. Only when set on Access Entry i have my Polish language.

Sorry i test and not working great.... after i select POLISH on GENERAL>Base only tabs and button are translated. Other strings is not translated. Looks for example:
