Time Update function is not working

Description
As discussed [[https://tvheadend.org/boards/5/topics/15953]], this function of tvheadend is not working:
I'm using the latest OpenElec 5.0.8 with tvheadend 3.9.2675~ge4f034a on a Raspberry Pi. The Pi is not connected to the internet, so I want to use the Time Update feature.
I set up everything, connected the antenna to the tuner, I can watch TV. I left it run for a while, but the time has not updated yet.
I even enabled debug logging, but found nothing in it except the usual epg grap, etc. messages.

It was also strange, that after several reboots, I find the originally ticked boxes unticked...

I have the same after restart ticked is unchecked.

Unfortunately, this functionality does not work.. I personally think that it's much better to use a light NTP client. The DVB time has more jitter than the network source.
I'll probably remove this dead code.

But I see the possible requirement when the device does not have the internet network connectivity.. Implemented in v3.9-2765-g0294882 .

This way a raspberry pi with a tuner can be a really good drop-in replacement of a dvb and media player.
I hope that I can upgrade openelec with this tvheadend version very soon.
