Bug #2705
Power safe (former "close device handle when idle") not working anymore after clean upgrade (no old config) from 3.4 to 3.9 on identical setup

Description
Hey there,
recently i went from tvheadend 3.4 (kodi gotham) to tvheadend 3.9.2496~gd386ed0 (kodi helix 14.2) and although almost everything seems to work very good now, i noticed that putting my dvb-c usb tuners to sleep seems to not work anymore.
"Power safe" is checked of course, EPG disabled so it doesn't get i the way. (initial scan, idle scanning, also all disabled)
When i watch the debug output in the tvh webinterface, the tuners don't get closed with a little message like they used to in 3.4?
for example, on 3.9

after unsubscribing just nothing happens for hours, the tuner stays awake.

Thank you!
