Minimal requirements to the HTSP protocol used

I have noticed that when connecting to tvheadend 3.9 with older client, that uses older version of HTSP protocol (v7 in this case) get connection stability problems.
While watching a TV channel, client keeps reconnecting all the time. Switching to VLC or newer version of XBMC, which uses HTSPv12 resolves this issue. I assume, that
latest HTSP implementation in tvheadend might be incompatible with older implementations used in some clients. Due to that I think it might be a good idea to refuse
connections initiated by clients using HTSP older than some defined version and to throw such informational message into logs. Thanks to that we assure that some minimal
requirements are met and everything will be working correctly. Also this might save some time necessary for investigations, as the solution will be proposed to user.
All he has to do is to take a look at logs, what I think many does in order to check what happened.
