Transcoder profiles

Description
Currently, the client alone decides if and how to transcode. Transcoding is expensive (CPU power), so not every user should use it, but some have to due to bandwith restrictions. I would like to request something like transcoding profile per user, i.e.:
User doe: no restrictions (can configure it like today, in the client)
User joe: no transcoding allowed (is a client in the LAN with a full-blown-HTPC-XBMC, does not need to transcode)
User moe: always transcodes to 288res/h264/aac (is an android phone, just 1Mbit bandwith)
User hoe: always transcodes, can select resolution,h264,audio pass-throug (is an XBMC Client over DSL)
This would also remove the need of a client that's transcoding-aware (just the newer android and iphone clients are, XBMC isn't at all).

I agree. It should be possible to assign profile to specific user.

This bug is for 3.4 or 3.9 (development?). The 3.9 has this feature in...
