DiBcom 7000PC (Playstation 3) poll timeout

hi, I had this receiver previously working on an old laptop with (TVH on) LibreELEC. I was adding it to my main TVHeadend instance over the network. To save some power and noise I'm getting rid of that laptop and adding this DiBcom 7000PC receiver directly to my server which already has a RTL2832 and a TBS6909
The server is running
HTS Tvheadend 4.3-2025~gfbc94aee8 inside a docker container maintained by linuxserver/io
The host server OS is Debian bullseye and is quite close to up to date. The kernel version is 5.10.0-13-am64
TVH build provided by linuxserver/io docker image
DiBcom 7000PC (Playstation 3 Dual DVB-T)
I can see all of the adapters listed inside TVHeadend and when I try to tune to anything through the DiBcom device I get this error
linuxdvb: DiBcom 7000PC #9 : DVB-T #0 - poll TIMEOUT
I have tried it in a few different usb ports on this server (a Dell R330), I've tried rebuilding and installing media_build on the host, and I can see the firmware for this device is in the correct folder. On the host a dvbsnoop -s pidscan -adapter /dev/dvb/adapter10 looks successful.
I am not sure what my next step for solving this should be if anyone has a few hints. Is it possible I need more power to be supplied to this device than the USB ports on this server will provide or do you think it could be something in firmware? I doubt it is to do specifically with TVHeadend but it looks operational up to the point I actually try to tune inside TVH
Any guidance would be much appreciated, I am still able to tune one mux at a time on my RTLSDR, this is just so I can get both muxes at the same time to stop conflicts
