Tvheadend

Hi everyone,
I have strange problem with my Tvheadend setup, perhaps somebody can help.

Problem is that I have two exactly the same USB-TV cards (using for DVB-C network) but my system loads only one.
I've tested both of them on another device with OSMC and Tvheadend and it's working.

My system:
Raspberry 3B with Raspbian GNU/Linux 10 (buster)
Tvheadend: 4.2.8-34

My Linux knowledge is poor so I've capture adapter list and dmesg log.
Only thing that I noticed is that firmware is not loaded for the second card.

P.S. Changing USB port doesn't make any difference.
