Only 2 of 3 tuners showing

I have got tvheadend installed on a virtual machine with 3 identical USB tuners (Geniatech T230 DVB-T2 TV Stick) which I used on an old setup previously.
I have passed all directly to the vm using esxi 6.7.0 and all 3 show up on the system...

However within tvheadend only 2 of these show (see screenshot)
Any idea why this would be? The 2 that show up are all working fine so no issues with firmware, just missing the 3rd.
