Tvheadend

I have just compiled tvheadend from sources (odroid C2 with Armbian Stretch) and did the first launch with -C parameter. The access control file is created with admin access.
When I login to the web frontend there is no configuration tab. When I try to login with * user I get an 403 access denied page.
I have even tried to create a superuser file and logged in with that user - no success.
I have wiped the config and started over multiple times without any change. What am I doing wrong?
