IPTV Streams not working on TVh Ubuntu but working on TVh LibreELEC???

Hi

This is driving me crazy and I really hope I have missed something really simple.

I Run TVh on LibreELEC on a Rpi3 and on a Ubuntu 16.4 headless VPS server. Both versions of TVh are 4.2.8.

When I add an IPTV url as a mux directly into the LibreELEC server the service is found and the Transport stream ID shows as 1 instantly and the scan result shows as OK. I can then go on to create my channel pointing at the service/mux.

If I enter the very same url into the Ubuntu TVh server exactly the same the stream fails and nothing is found.

The url format of the IPTV mux is this:

I thought it might be a firewall thing but after dropping it altogether it still doesn't work. Then I thought maybe it's a Ubuntu thing so I tried on a brand new VPS running 18.04 but still the same thing. The only difference is that the LibreELEC RPi3 is on my local network and the VPS are obviously remote in my case Amsterdam.

Am I being stupid. Is it something really simple like LibreELEC has some sot of dependancy that Ubuntu hasn't got as default or a port issue? I am stumped. I appreciate I might need logs but before I do that I just wanted to make sure I haven't missed something so blatantly obvious it's going to make me look stupid :)
