[HELP] fsmonitor: watch /dev (raspberry pi 3)

Hi All,
I've recently installed, setup and configured TVH on a Raspberry Pi 3 B.
Upon starting the TVH service, it adds/loads all the IPTV channels that I have added (65k) - which clearly takes a long time. However, at some point during loading it becomes stuck/freezes with the following in the log:

As you can see from the above (which has happened now on the last few service restarts) - the freeze/delay time is nearly 4 hours!!!
Originally, this freeze would occur, but only for a matter of a couple of minutes (even with IPTV channels etc added already - first few service restarts):

As you can see the above is only a minute or two of freezing under that debug line. I haven't changed much in terms of configuration for TVH. I've added a few things (currently attempting to configure EPG with WebGrab - have tried a few other EPG grabbers - all have been disabled prior to a service restart or reboot, no current grabber enabled on this latest service restart - no change), nothing that I would think that would cause any feezing to /dev - there are no tuners on the system, this is all IPTV, there should be no reason to monitor devices. During the feeze, I can access other systems running, ie. Pi-Hole, SSH etc all working fine.
During the freeze time, TVH is 100%+ CPU usage, and roughly 40% memory usage on the raspberry pi (reported by top).
Now im well aware, that TVH with 65k channels on a Raspberry Pi would take a while to start up, but its this freeze point that I would like to narrow down and try to determine why its being caused and solve it, as it wasn't occuring originally.
Does anybody have any ideas what occurs during this fsmonitor: watch /dev section? why it doesnt it? what it's looking for? why it's freezing/stuck?
Additional Information:
The original config/setup of TvH was done on a virtual machine, and the tvheadend folder was compressed and transferred over to the R-PI. Permissions are correct on all folders (hts user/video group) as per a usual install(that I can tell). Editing the configuration during the WebGUI for TvH is working properly, it saves details upon each reboot/service restart as it should do.
I would prefer not to have overwrite the current config with the migrated version I took from the VM, but if I have to I will.

Update:
After reimaging the raspberry pi with a fresh ubuntu server image, and setting up again, same issue occurs.
It has also occured on a brand new Odroid XU4 as well, same issue. 4 hours of freezing on startup with the above.
Has anyone got any ideas at all? - even if its a method of completely disabling DVB devices on TVH?
