ubuntu tvheadend stable version and VPN kill switch will not allowing internet access

tvheadend installed from ubuntu store HTS Tvheadend 4.2.8
privateinternetaccess (PIA) vpn app 1.3.3 02880
I am try to force scan an automatic iptv list "https://raw.githubusercontent.com/freearhey/iptv/master/index.sport.m3u"
the above m3u list works in my libreelec tvheadend server set-up. my guesses are below
TVH will not allow internet access, I think this is because my vpn kill switch to not allow traffic that is not connected to the vpn.
I did not set up TVH server to auto start but ubuntu auto start the server on boot.
It looks like TVH installed into snap. I googled it and looks like snap is auto starting the TVH server?
I tried to restart snap so TVH would reconnect to the internet and terminal said I don't have snap installed. I am very confused.
1. can I put a wait on TVH to start 10 sec after boot so the vpn can connect first.
2. can I force TVH to connect to the vpn.
3. how can I find the external IP address that tvheadend is using to connect to the internet
