TVHeadend and EPG times shifted to UTC

Somehow TVHeadend has changed both EPG and the displayed clock times to UTC. Also all my existing scheduled recordings have been shifted too.
My system time is set to EDT, or UTC -0400. I didn't change any time or TVH settings before this happened, and it only started today.

timedatectl says: NTP is synchronized, but RTC is not in local timezone

System info and versions tested:
  • Debian 4.19.28-2~bpo9+1
  • tvheadend_4.3-1361~ge1c03470d~stretch
  • tvheadend_4.3-1789~g6bfeca6c0~stretch
  • tvheadend_4.3-1792~g466a01431~stretch

EIT Time offsets in Config/DVB Inputs/Networks are set to Local (server) time. I tried from the above comment to set UTC, deleted epg, restart, but it didn't work. TVH listed time is still always UTC.

For now there's not really an issue because EPG, scheduled shows and TVH times are in sync, but I'm worried if either switches back.
