Channel number by order seen in m3u IPTV list

Hello!
So I have an enormous m3u IPTV list with thousands of channels. The issue is, neither the corresponding xmltv file nor the m3u list has channel numbers specified. The only thing I have to go by is the order the channels are listed in the m3u file under each group.
When I add this list to tvheadend it starts searching for services and finds them in a random order. This means the channels are getting all kinds of random channel numbers.
My question is, is it possible to make the channels scan in the order they are written in the m3u so the channel numbers match the TV channel order? I can see there being an issue with the channels in different groups being supposed to have the same channel number depending on which country the channels are from. Is there any way to get around this issue? I.e I want for example English channels to be numbered in the order they appear in the list from 1 and onwards and then do the same for each different country.

Delete iptv network and re create be sure to have following options
Scan after creation - disabled
skip startup scan - enabled
Idle scan muxes - disabled
Use service IDs as channel numbers enabled
Service ID set to 1

hi, sorry for bumping this old thread, but I'm facing the same issue.
after doing this, the channels appear in alphabetical order by their names, still not by the order they are written in the M3U file.
is there a way to make the order the same as the order in the m3u file?

From memory I followed the above and then set "Channel numbers from:" to 1 on the Network
