Astrometa USB stick, DVB-C signal is much weaker than Windows?

I have 2 Astrometa USB stick, tuner R828D, demod MN88473, USB chip rtl2832. and 1 2018 version Astrometa stick, which demod is CXD2837ER.
I use them to receive DVB-C stream. With the same PC and Cable setting.
My PC is Asrock J3160 ITX, 4G RAM, running ubuntu 18.04.
They all work fine in Windows system, with drivers provided in CD, I can get every channel received, no data errors. The software is ProgDVB.
But in linux, with the newest kernel 5.0.10, and TVH 4.2.8, one of the MN88473 can't lock most of the muxes(frequencies), another MN88473 and CXD2837ER has many continuity/transport errors in many channel, so the channels are unwatchable.
I don't know who to blame, but I think, the problem is in tvheadend or kernel driver, or both of them, because they all work flawlessly in windows.
Days before, I added an amplifier before the CXD2837ER stick, and it worked fine with TVH 4.2.8, but after changing to TVH 4.3 6bfeca6, the continuity/transport erros appears again, and the weird thing is the continuity/transport error occurs exactly every minute.(only less than 1 sec early or late)
Is this a bug? Can anyone help?
