Tvheadend

I am starting to take an interest in IPTV, though I am not entirely sure that I understand exactly how it works.

Am I correct in thinking that IPTV is live TV that is streamed via the net and that TVHeadend can use this to add internet channels to your TV guide?

If this is the case, is there any way that I might add TV5Monde?

It used to be broadcast on 28.2e but is now streamed on line only (though it is freely available to watch in the UK). Is there anyway I could use IPTV to get it back?
