Problem with new users and password

Hey,
I am usung tvheadend with my raspberry pi. I add a new user in the web gui. The user gets a password. I can login with the new user and it stills looks like everything is working. After a reboot user and password are deleted.
I am using V4.2.4

Can someone help me please with this problem?

What is permission of configuration folder?

I changed it for testing to 777. But its the same like it was with 700
