Can't access Expert web gui

Hi,
No matter what I do I cannot get TVH to apply the expert UI level across the entire application. i.e. not matter what I select in the drop box it still applies the basic level across all pages. Consequently I can't get access to the CA's menu. FOr pages that at least load under basic I can change the UI level using the drop down menu on each page, but for pages like CA there is no way to access it.
The CA's menu was originally accessible when I first installed TVH but not the config wont stick.

Are you use user without this permission?

Using the standard user that is created when TVH is installed.

Bump this must be effecting someone else surely?
This is the stable TVH release from the official repo's on a clean Ubuntu install. Have spun up new VM's and consistently get the same issue. Reinstalling TVH fixes the issue temporarily but its a PITA.
Just to clarify my issue I've got a better image:
From the image above, no matter what option I select from the Purple box the Red box is always set to Basic. As a result I've lost access to some menu's like the CA page.
