OSCAM problem Channels are not getting bright

hi I put on my Cubitruck with armbian (Linux cubietruck 4.18.8 Sunxi # 256 SMP Wed Sep 19 10:17:26 CEST 2018 armv7l GNU / Linux) a TVH server, I use the main WinTVDual DVB-C stick to it. The unencrypted stations such. RTL work without problems, only the encrypted ones like eg. Pro7 HD are not bright. The Oscam server is also running on the Cubietruck, all clients (VU +) are also bright, but not my TVH client on my Wetek Play2, so I exclude a fundamental Oscam Fehl configuration, it must somehow with the TVH Server hang together, if I install the TVH server on the Wetek Play 2, then everything will be bright, so it must actually hang with the TVH server on the Cubitruck together. One an idea what the problem could be?

Konfuguriert is on the TVH server newcamd as seen in the picture in the appendix, with exactly this configuration, everything is bright when I install the server on the WP2. In the TVH log is the following

Which version of oscam is build in TVH?
I usw HTS Tvheadend 4.2.2-dmo1+deb9u1 on my armbian, wehre can i find a actuelly version for arm

What version of tvheadend? Same version on both?
What does oscam log show?

with 10sec delay, not sure if it is bad data or no data.
