encoded stream

Hello, I have the encoded stream here (link to it) and I have a decryption key, but I do not know if this key can be inserted into the link to decrypt the stream.

Can this solve somehow ???

I have a IPTV stream that I know is coded by a key. I have this key too. I would like to give this stream to TVHeadend and send it home. Can this be done somehow ????

the key I have on the internet in a specific URL address. (link to the file that contains the key)
