Why are some of my services ignored when mapping to channels

I'm using m3u files to create IPTV auto networks for my hdhomerun primes. I have 166 channels and the list is carefully pruned to only include real channels that are not DRM protected.
I install the networks and scan them and confirm that I have 166 muxes and services for each tuner. So far so good. I do a map all services telling it to merge names. It will routinely ignore and refuse to map a small subset of these services. The last time it ignored 20 channels.
The only difference that I can see is that the encrypted checkbox for those services is not checked whereas it is checked for the services that were mapped. And the checkbox is grayed out so I apparently can't edit it.
Anyone have any ideas how I can convince tvh to map these services?

oh and if I manually create the channels and map the services to it they never show up in kodi. Of course I know that might be a problem with kodi but since I can see no reason why tvh would not map these channels I'm trying to fix it from that angle.
And this is on tvh 4.2.5 latest.

Just tried again this morning with latest 4.3. All channels had muxes created but a handful of the muxes didn't turn into services. What would cause a mux to not turn into a service and can I manually create the service?
