Anyway of limiting bandwidth or the amount of streams-connections?

I have 50mb internet upload speed and i'd like to administer this wisely.
I like to save for me 30 mb and allow only 20 mb for my parents house (3 devices not always on line)
How do i go about this?
Can i limit this somehow?

Use the QoS settings or similar on your router or gateway.

Hi&Thanks...
My router does not have that Qos feature or anything similar but i was wondering if coz my tvheadend htpc server is connected to a (netis St3105s) Hub switch that only allows 10/100 ethernet speed,could it be possible then that only 10mb could be pumped out of the server?
