Rarpberry Pi OTA adapter power state

Hello, Maybe you can help me to figure out if my device is using the Power Saving mode on my RPI3. I'm having this issue with my ISDB-t TV adapter where it's always hot, in Windows when I'm not using the adapter it enters the power save mode and if I touch it after some time without use, it will be cold but in Libreelec(TVH 4.2) the adapter is always hot, even if I'm not using it. So I guess the Power Saving mode is not running.

I enabled "Power Save" in the DVB Inputs Parameters for my adapter (Siano Mobile Digital MDTV Receiver), I also enabled Power Saving in the Libreelec options to 5 minutes after inactivity. But no luck.

I don't know the command to check if the device is actually powered ON or OFF so maybe someone can tell me that?

I'm concerned about the longevity of my device since sometimes it can get pretty hot while not in use by me.
