configuration is lost

I have concerns about that. I made a backup tvheadend
install the new Ubuntu, copy tvheadend old stockpile.
Now, if I make changes tvheadend and restart the configuration is lost.
Something can not be changed after the restart all lost

You more than likely copied the old config over as root/another user, that is different to the user running tvh.
Check the folder permissions. ls /home/hts/.hts -lah. Make sure they're owned by hts:hts.

You need to make sure the folders within the "tvheadend" directory are owned by the same user too.
Why you've set the permissions to 777 I don't know :p
