IPTV channels scanning on status page. Will it stop?

So I've setup my services and channels (and have video working) with tvheadend 4.1 and my 2 hdhomerun prime tuners. And I did t his just in the last hour or so. now it is using all the tuners seemingly to scan the services. I see on the status page that appears to be taking like 5 at a time and it looks like it is checking the bandwidth from each service. I'm guessing it will eventually complete (I have 491) but not sure. Is this normal?

When you created your network, you should have set the maximum number of streams to 3 for each network (device). Yes, this is normal, as it is now scanning each mux for a service. Since you said you have 2 Primes, it should be scanning 6 muxes at a time. After the scanning is complete (you can see this on the Networks tab, where it shows the scan queue length), then you can map your services to channels.
