frequency 0 out of range not so harmless with xc3028 tuner

Hi
The first DTV_TUNE request without any parameters that is send by tvheadend (as discussed here: https://tvheadend.org/boards/5/topics/13403) is not so harmless when the DVB-T tuner is based on xc2028/xc3028 tuner
Apparently it stops the tuner to being able to tune anything unless unplug/plug the dvb-t key
Test scenario:
1) System boot, w_scan -> OK
2) System boot tvheadend scan -> NOK then w_scan -> NOK then unplug/plug then w_scan -> OK
The problem has been confirmed also on Kodi forum: http://forum.kodi.tv/showthread.php?tid=300107
