OTA DVB-EPG ONID troubles

I am having some trouble setting up TVHeadend with my IPTV provider and was hoping someone could point me in the right direction.
My provider seems to transmit EIT EPG information on a channel with ONID 42500.
Whenever I run an OTA grab off this channel, two channels are populated, these channels have ONID:TSID 42500:1026 and 42500:1027.
However, the EPG data is actually for the channels with ONID:TSID 42499:1026 and 42499:1027 respectively. Nearly all the channels that my provider transmits has ONID 42499, only a few channels are on 42500. Also, the only channels on ONID 42500 that have a matching TSID on ONID 42499 are the two that are populated.
This leads me to suspect that the channel that populates these two channels also has EPG information for all the other channels, but TVHeadend seems to not be able to recognize that the EPG data is for a different ONID than the channel it is pulled from.
I don't know if this is because my provider is doing something that violates DVB specs, or because TVHeadend is not correctly parsing the data, but any tips or pointers to make it work would be highly appreciated!
