channels missing due failed mux scan

Hi there,

I encounter a strange problem with TVHeadend 4.1-360~g0916e52-dirty running on a MOI Pro with a combo of DVB-C (TBS 62x1) and DVB-S (TBS 6982SE) cards, both are dual tuner.

I even disabled DVB-C tuner completely but my satellite tuners are unable to scan mux 11464.25H, in the Mux list its listed as "failed" and I am not able to get the German channels like Pro7 HD out of it.
Other Muxes work flawless from the debug log I can see nothing about it:

A w_scan e.g. works also so I doubt there is a problem on hardware side, also older TVHeadend versions did work.

Anyone has a clue what this could be? All Muxes were found automatically I did no use pre-defined muxes.
