Live TV works fine on laptop, lots of artefacts and stuttering on PC

Sorry if this is the wrong forum - I'm not sure of the root cause of the issue.
Using my USB DVB-T tuner on two different systems produces wildly different live TV streaming.
The USB DVB-T tuner chipset is Afatech AF9015 (or AF9013 according to Tvheadend). On both systems I am using 3.4.28 in conjunction with Kodi 14.2.
Live TV works fine on my laptop and rarely stutters or produces artefacts. However, on my HTPC I get constant stuttering and a blocky picture. I ultimately want the DVB-T dongle to be plugged into the HTPC so I can stream TV to any instance of Kodi on the network.
Laptop:- Samsung NP-X22
- LXLE (Ubuntu 14.04.2)
- Intel Core 2 Duo T7250 @ 2.00GHz
- 2GB RAM
- ATI Radeon HD 2400 128MB
- HP ProLiant MicroServer N54L
- Linux Mint 17.1 (Ubuntu 14.04)
- AMD Turion II Neo @ 2.2GHz
- 6GB RAM
- nvidia GeForce GT 610
The laptop is old and crappy but it functions fine for web browsing and streaming videos over the network using Kodi, and surprisingly it plays live TV no problem at all.
Although the HTPC has better specs, live TV streaming is awful.
Does anyone have any idea as to where I might start with fixing streaming on the HTPC?
