I do not think this is an error. Cyrillic characters display just fine.
TVH truncates the text and cuts through the multi byte cyrillic character leaving the � at the end.
I have seen it in other places just like this with German Umlaut, which are also multi byte characters.
A more refined method of truncating multi byte character text would be required to avoid the � at the end.
