Tvheadend not working after restart

Hi all, I'm very new to this but thought I'd have a go at setting up Openelec to watch TV on an old machine I have lying around.

I finally got it all working and Tvheadend scanned the channels and added them no problem. I was enjoying the TV but then it wouldn't work again when I restarted the PC. It said I couldn't watch live TV "without any PVR add-on".

So I restarted again and that didn't work. Then I disabled both the Tvheadend service and PVR, restarted, re-enabled them both and it works again. I can repeat it every time - so at this stage to watch live TV I have to do this ever time I get home which is very painful and I assume (?) isn't supposed to be the way this works?

My TV tuner card is NXP TDA10048HN DVB-T

Could someone please help me?

Are all other settings in Openelec/Kodi retained when you save them?

Yes everything is retained and working fine.
