UTF-8 encoding no longer used?

I am now observing strange characters on the webpage, where Umlaute should be.

The web page info shows that UTF-8 encoding is used, but apparently the data fed to it have a different encoding? see attached picture.

The debug log is now encoded in "Western(ISO8859-15)"; I think this had also been UTF-8 before.
