set IPTV transcoding bitrate

Hi,

I am using tvheadend (v3.9) to transcode IPTV streams from my set top box.
It sounds not clear to me if I can fix the transcoding bitrate.
I mean to doing this with an extra parameter in the URL like this one :
http://192.168.1.1:9981/stream/channel/ce23426cb9d1e2c442d2123a769cf8c6?mux=mpegts&acodec=aac&vcodec=H264&transcode=1&resolution=38&bitrate=512
I tried but it does not work.
Does a feature like this exist in tvheadend ?
