Not all services discovered with ATSC tuner

Greetings. When attempting an initial configuration of tvheadend with an ATSC tuner on an OpenELEC 3.2.4 system, I discovered that not all the services were being discovered.

I was able to manually config a couple channels from the services that were available:
SCANNING: 129000000 (us-irc:15, us-cable:15)
LOCK: qam256 (ss=83 snq=100 seq=100)
TSID: 0x8673
PROGRAM 7: 835 USA HD (encrypted)
PROGRAM 8: 821 NATGEOHD (encrypted)
PROGRAM 9: 823 DSC HD (encrypted)
When I got to play the channels in XBMC, I receive the following error:
