restart causes refresh of m3u resulting in loss of mappings

pretty new to TVheadend, i'm using an IPTV provider, once ive added the automatic network and used the m3U url, the channels are pulled in just fine, i then enable the bouquet so the channels and services found match, then adjust the channel names and number mappings in the muxes tab and finally map the service in the service tab, problem is if the server needs to be restarted or tvheadend crashes then the network gets scanned again and the channel numbers and names are reverted to the original.
I've wasted days on this already, I can not create the bouquet and then add the muxes manually from the m3u, which works perfectly but is far too time consuming.
for completeness, im running TVheadend in a docker container on an ubuntu server.

Your workflow sounds a bit odd, Normally you'd map the services to channels, and the update the channel naming & numbering in the channels tab if necessary.
