Moving TVH from Debian 9 to Debian 10

I am currently running TVH 4.2.8-31~g0a60f73ee amd64 installed from "deb http://apt.tvheadend.org/stable stretch main"
and like to retain all the settings/recordings/channels etc. and reinstall the PC with brand new and clean Debian 10 amd64 image
rather than using the distro upgrade function.
1. Is it possible to keep all settings/recordings/channels etc. and copy to new Debian 10 install? (Hardware is not going to change "3 USB DVB-T2 tuners + 1 USB DVB-S2X tuner").
Back up the whole /home/hts ?
2. If not possible what can I salvage and transfer to the new installation and how?

I see Debian 10 repo is not available yet ...
