Can't get 2x TechnoTrend TT connect S-2400 to work together

I have two TechnoTrend TT connect S-2400's connected to my backend RPi3 running Tvheadend streaming to my frontend RPi3 with Kodi. When I try to use more than one tuner at the same time, I get no signal.
When I looked at the web interface, one of the tuners has no signal but they both show up. To rule out a bad tuner, I tried both of them with just one tuner connected at a time and they both worked flawlessly.
Is there a trick I'm missing or is this just a limitation of the tuners and I need to buy a dual usb dvb-s tuner?

This is an issue with the Pi due to it's USB & Ethernet sharing, it can only handle so much at a time. You however may be able to limit the amount of bandwidth needed for both tuners by enabling hardware pid filtering, but this comes at a cost. You'll only be able to stream a limited number of services from a tuner/mux at a time.
To enable the filtering and if your hardware supports it, add:
options dvb_usb force_pid_filter_usage=1
to /etc/modprobe.d/dvb.conf (create the file if it doesn't exist).

Sadly, I'm not near my satellite setup right now and won't be for a few days but will try when I can. I also have an Acer Aspire Revo R3610 I could use with a usb Linux distro. Can you run a Tvheadend backend on Linux and have a Windows Kodi client?
