New libreelec install, failing to find only 1 channel

I have just installed libreelec and tvheadend in kodi. All is working great except it won't scan 1 particular channel.
I live in Melbourne Australia, and no matter how many times i scan i can't find channel 9 melbourne, i find all otherchannels and i find channel 9 Gippsland which is no where near me. When in Android it found no problems.

Add missing muxes with correct parameters manually.

thx, the muxes appear correct which is what is puzzling me??
I may need to keep searching if the provider has changed their frequencies
