How to set/configure LNB supply voltage on "pctv DVB-S2 Stick"?

Hi,
I struggle since some days with the non functional LNC/LNB power/voltage supply of this USB stick.
I run OpenELEC 3.2.4 Generic x86_64 (XBMC 12.2, Kernel 3.10.20) on a Dell-Desktop Core2Duo-E8400 (2GB-RAM)
I installed TVHeadEnd Plugin and see the device (NXP TDA 10071) in the webinterface.
I want to drive the LNB directly with the stick, means no sat-switches or sat-muxes in between, so to my knowledge it also means no DiSEqC or tones needed/used but only 13V/18V supply needed to select vertical/horizontal polarization of the LNB. The stick is promoted as capable of driving this supply with 500 mA maximum. Attaching the stick's external power supply makes no difference:
I see no good voltage at the RF-line of the stick when I start or set up mux/autoscanning in web interface. It is always around 0.6 to 0.8 volt. This explains to me that I receive no mux.
I expected to see the supply voltage jumping between 13V/18V during scan. I wonder about the normal behavior regarding power feeding of those devices? Maybe the stick is brocken. Is there a special setting (combination) in the adapters configuration I need to set? Is there a special kernel driver I need to get the LNB supply voltage activated?
