HDhomerun Prime with Cable Card Not Detected as DVB-C

I have HTS Tvheadend 4.2.8-36~g5bdcfd8ac installed on a Dell Vostro 220, running Linux Mint 19.3. That's is all the computer is used for. I have a HDhomerun two tuner on an indoor antenna. It works fine on the Tvheadend. I have Kodi for viewing on my desktop running Linux Ubunutu 20.04.
My roommate has Cox cable and I wanted to expand from my local channels so I got a Cox cable card, and a HDhomerun Prime. I got the cable card and a Cisco STA-1520 from Cox. They appear to be all working. Cox sent a signal to their equipment and the green indicator lights are solid green as expected.
From the browser I can see the HDhomerun prime tuner had detected 359 channels. However, Kodi is only showing about 15 channels. All of the local and a few channels like ESPN, SCifi, C-Span, and the locals in HD in the 1000 channel range. Sorry for the long lead in:
The Tvheheadend detects the new tuner as DVB-T (terrestrial) and gets no services from the wizard setup. I think the Tvheadend is supposed to detect the new HDhomerun Prime tuner as DVB-C for cable TV.
My question is: How can I get the Tvheadend to detect the HDhomerun Prime with the cable card as DVB-C? I live in the U.S. in case that is relevant.
