Kodi 16.0 Android Amcodec h264 + AAC Issue

I was wondering if anybody else has a similar issue. It follows across anything using amcodec in Kodi 16 as far as I can figure but only tested on 2 devices- one using an s802 chipset, the other with a s905 chipset and it's quite specific. Kodi Windows is unaffected.
Using the HTSP Client in Kodi whenever you play any stream that's h264 with AAC audio with Amcodec enabled it skips and buffers all over the place. Disable Amcodec so it's only using MediaCodec (Surface) and they play fine. Like I said, it's very specific- only h264 with AAC audio and only in the htsp client. Playback of MPEG2 is fine, h264 with mp3 fine, only h264 with aac.
If you play a stream from outside of the HTSP Client, BBC iPlayer for example, that has the same resolution, also h264 with AAC audio it plays perfectly fine.
Like I said, this isn't only on 1 device but seems to be across the board with amcodec and the htsp client. It wouldn't be much of an issue except most devices using amcodec really need it for 4k playback, Mediacodec (surface) isn't really very good for it and it's a bit of a pain enabling and disabling as amcodec is also far better for any HD playback.
Be useful to know if anyone else has this issue albeit a very, very specific one.
And if anyone knows how to transcode aac to mp3 from within a ts container using ffmpeg it'd be good to know as I can't do it but I'm a bit of a dunce with ffmpeg to be honest.
