Limit the no. of parallel streams when scrambled

I'm using 2 SatIP-Server with 4 tuners each connected to one central minisatip client.
The minisatip is descrambling via a CAM module which is limited to one stream only.
TVH is connected to the minisat SATIP-Server.
As far as I see, there's no way telling TVH to use only one stream if it's scrambled by a special cardid ?
The problem is, if TVH requests more than one scrambled stream, minisatip is switching to the latest request and the already descrambled stream stops.
This breaks my recordings when somebody of my family is using live tv...
For me this logic needs to done in the TVH and not in minisatip because then we can make use of the priority settings of recordings, which stop the low priority stream and start the high priority one.
I don't know if this is easy to implement, I think we need an additional setting in the device settings like "limit paralled scrambled channels to X using cardid Y".
And this needs to be checked while tuning based on the priority settings.
I already saw two other threads related to limiting, but these are related to tune to different devices based on limitation of parallel streams.
